To achieve 4% annual growth during the 11th
Five Year Plan a new scheme namely Rashtriya Krishi Vikas Yojana (RKVY) was
launched during 2007-08. The funds under the scheme are provided to the states
as 100% grant by the Central Government. The board objectives of RKVY is to
incentives the state to increase public investment to achieve 4% growth rate in
agriculture and allied sectors in the 11th Five Year Plan. The
states have been provided flexibility and autonomy in the process of selection,
planning, approval and execution of schemes.
